Yes. Belgium places no nationality restriction on property ownership, so a non-EU national can buy in Wallonia, whether resident or living abroad. Belgium is an open market for real estate ownership. There is no rule barring foreigners, and no distinction between EU and non-EU nationals when it comes to holding title to a building. A buyer from outside the European Union can therefore purchase a Walloon apartment, house or investment property on the same legal basis as a Belgian, and the notarial deed transferring ownership is fully valid.
The tax treatment follows the property, not the passport. Since 1 January 2025, an own and single home in Wallonia is taxed at a reduced registration duty of 3%, against the ordinary 12.5% (wallonie.be, 2025).
