A conditional offer is a normal and often wise way to buy in Belgium. A suspensive condition (condition suspensive) means the sale only becomes final if a stated event happens; if it does not, the agreement is undone and you are not bound. The classic example is a loan condition: you commit to buy provided your bank grants the mortgage within an agreed period.
This matters because an accepted offer is otherwise binding, and Belgian banks rarely finance 100%.
